One regulatory framework, very different local markets

Every licensed operator in the state answers to the same two agencies — the Cannabis Compliance Board for licensing and operational compliance, and the Nevada Department of Taxation for the 15% wholesale excise tax, the 10% retail excise tax on adult-use sales and sales tax. IRC Section 280E applies federally regardless of where the licence sits.

What changes city to city is the economics. A Las Vegas Strip-adjacent dispensary lives on tourist traffic and basket mix. A North Las Vegas production facility lives on yield, labour absorption and inventory costing. A Reno cultivator faces different utility and climate-control cost curves than a grow in Pahrump.
